صوبائی حکومت کی منشیات کے خلاف زیروٹالرنس پالیسی اور صوبائی وزیر ایکسائز سید فخر جہان کے ہیدایات کی روشنی میں محکمہ ایکسائز و ٹیکسیشن اور نارکوٹکس کنٹرول کی جانب سے صوبہ بھر میں جاری کاروائیوں کے سلسلے میں ایک اور کامیاب کاروائی عمل میں لائی گئی ہے۔پشاور کے قریب وزیر ڈنڈ میں ایکسائز انٹیلی جنس اسپیشل اسکواڈ نے بڑی کارروائی کرتے ہوئے منشیات اسمگلنگ کی کوشش ناکام بنا دی۔ کارروائی کے دوران گاڑی نمبر LEE-9469 سے 108000 گرام (108 کلوگرام) چرس برآمد کی گئی جبکہ ملزم محمد بلال ولد فرہاد گل (ساکن پشاور) کو موقع پر گرفتار کر لیا گیا۔یہ کارروائی صوبائی انچارج ایکسائز انٹیلی جنس بیورو سعود خان گنڈاپور اور ایکسائز اینڈ ٹیکسیشن آفیسر نارکوٹکس کنٹرول ماجد خان کی نگرانی میں کی گئی۔ ٹیم کی قیادت انچارج ای آئی بی اسپیشل اسکواڈ وحید اکبر خان نے کی، جبکہ کارروائی میں ایس ایچ او ماجد حسین اور اسسٹنٹ سب انسپکٹر ملک نیاز بمعہ نفری شریک تھے۔ملزم کے خلاف تھانہ ایکسائز خیبر میں مقدمہ درج کر کے مزید تفتیش شروع کر دی گئی ہے۔صوبائی وزیر ایکسائز، ٹیکسیشن و نارکوٹکس کنٹرول سید فخر جہان نے ہدایات کی ہیں کہ صوبے میں منشیات کی اسمگلنگ اور فروخت و کاروبار میں ملوث عناصر کے خلاف زیرو ٹالرنس پالیسی ہے اور اس لعنت میں ملوث عناصر کے خلاف سخت کارروائیاں عمل میں لائی جائے گی۔ انھوں نے کہا واضح کیا ہے کہ منشیات کے خاتمے کے لیے تمام دستیاب وسائل بروئے کار لا ہے جائیں گے۔عوام کے جان و مال کے تحفظ اور نوجوان نسل کے محفوظ مستقبل کے لیے ہر ممکن قدم اٹھایا جائے گا۔

محکمہ پبلک ہیلتھ انجینئرنگ خیبر پختونخوا میں روڈ میپ پر عملدرآمد کے جائزے کے لیے روڈ میپ امپلیمینٹیشن کمیٹی (RIC) کا جائزہ اجلاس محکمہ کے کانفرنس روم میں منعقد ہوا۔ اجلاس کی صدارت سیکرٹری پبلک ہیلتھ انجینئرنگ نے کی جبکہ اس موقع ایڈیشنل سیکرٹری متعلقہ ڈائریکٹرز، پراجیکٹ ڈائریکٹرز، انجینئرز اور دیگر افسران نے شرکت کی۔اجلاس میں محکمہ پبلک ہیلتھ انجینئرنگ کے جاری ترقیاتی منصوبوں اور اصلاحاتی اقدامات کی مجموعی پیش رفت کا تفصیلی جائزہ لیا گیا۔ اجلاس کو آئی پی ایم ایس (IPMS) ڈیش بورڈ پر ظاہر ہونے والی تمام انٹرونشنز کے حوالے سے بریفنگ دی گئی، جس میں منصوبوں کی فزیکل اور فنانشل پیش رفت، اہداف کے حصول، درپیش تکنیکی و انتظامی مسائل اور ان کے حل کے لیے مجوزہ حکمت عملی پر غور کیا گیا۔کمیٹی نے گزشتہ اجلاسوں میں کیے گئے فیصلوں پر عملدرآمد کی صورتحال کا بھی جائزہ لیا اور ہدایت جاری کی کہ زیر التواء نکات کو فوری طور پر نمٹایا جائے۔ ذمہ دار افسران کو پابند کیا گیا کہ وہ مقررہ ٹائم لائن کے اندر پیش رفت رپورٹ جمع کرائیں اور تاخیر کی صورت میں وجوہات سے آگاہ کریں۔اجلاس میں پراجیکٹ ڈائریکٹر سی پیک (CPEC) کو ہدایت کی گئی کہ جہاں سکیموں کی سائٹ ویریفکیشن باقی ہے وہاں متبادل مقامات کا دوبارہ جائزہ لیا جائے اور جن منصوبوں کو حتمی شکل دی گئی ہے ان کے پی سی ون جلد از جلد متعلقہ فورمز کو ارسال کیے جائیں تاکہ منظوری اور فنڈنگ کے مراحل میں تاخیر نہ ہو۔اجلاس میں متفقہ طور پر یہ فیصلہ بھی کیا گیا کہ جن سکیموں کو حتمی شکل دی گئی ہے ان کیجغرافیائی کوآرڈینیٹس ای گورننس جی آئی ایس ٹیم کے ساتھ شیئر کیے جائیں تاکہ سائٹس کی دوبارہ تصدیق، درست جیو ٹیگنگ اور ڈیجیٹل ریکارڈ کی شفافیت کو یقینی بنایا جا سکے۔کمیٹی نے یہ بھی طے کیا کہ ڈائریکٹر (لیبز اینڈ پراجیکٹس) فوری طور پر UNOPS کو اپ ڈیٹ شدہ ٹرمز آف ریفرنس (ToRs) اور سکوپ آف ورک فراہم کریں تاکہ تکنیکی معاونت اور پراجیکٹ مینجمنٹ کے عمل کو مؤثر اور بروقت مکمل کیا جا سکے۔سیکرٹری پبلک ہیلتھ انجینئرنگ نے کہا کہ روڈ میپ پر مؤثر عملدرآمد، ڈیجیٹل مانیٹرنگ سسٹم کے ذریعے شفافیت اور بروقت تکمیل حکومت کی ترجیحات میں شامل ہے۔ انہوں نے متعلقہ افسران کو ہدایت کی کہ وہ بین الادارہ جاتی تعاون کو مزید مضبوط بنائیں اور فیلڈ لیول پر درپیش مسائل کے حل کے لیے عملی اقدامات کریں۔

مرکزی رویت ہلال کمیٹی کا اجلاس بروزبدھ، 18 فروری 2026 (29 شعبان 1447 ہجری) کوشام 4 بجے سے لے کر رات دیر تک منعقد ہوگا۔ اجلاس کا انعقادمحکمہ اوقاف، حج، مذہبی و اقلیتی امور، مرکزی عیدگاہ، چارسدہ روڈ، پشاور کے کانفرنس روم میں کیا جائے گا۔اجلاس میں نئے ہلال کی رویت کے شواہد کو وصول کیا جائے گا۔ شرکاء شواہد بذریعہ فون نمبر 0919210203 یا بذات خود اجلاس کے مقام پر آ کر فراہم کر سکتے ہیں۔تمام متعلقہ افراد اور شہری حضرات سے گزارش ہے کہ ہلال کی رویت کے شواہد فراہم کرنے کے لیے بروقت شرکت کریں یا فون کے ذریعے رابطہ کریں تاکہ رویت کے عمل میں آسانی ہو۔

خیبرپختونخوا فوڈ سیفٹی اینڈ حلال فوڈ اتھارٹی نے صوبہ بھر میں پری رمضان اور رمضان لائحہ عمل کے تحت کارروائیاں جاری رکھتے ہوئے نوشہرہ کے علاقے پبی میں ایک مشروبات تیار کرنے والی یونٹ پر بڑی کارروائی کی اور جعلی و مضر صحت مشروبات کی تیاری کا بھانڈا پھوڑ دیا۔
ترجمان فوڈ اتھارٹی نے کارروائی کی تفصیلات جاری کرتے ہوئے بتایا کہ گزشتہ روز فوڈ سیفٹی ٹیم نوشہرہ نے مذکورہ یونٹ پر چھاپے کے دوران ملٹی نیشنل معروف برانڈز کی تقریباً 4500 خالی بوتلیں، پیکنگ میٹریل، مختلف فلیورز، نان فوڈ گریڈ کلر اور سٹیبلائزر برآمد کر کے ضبط کر لیے۔
ترجمان کے مطابق مذکورہ یونٹ میں غیر معیاری اور مضر صحت مشروبات تیار کی جا رہی تھیں، جبکہ معروف برانڈز کی بوتلیں جعلی مشروبات کی پیکنگ کے لیے استعمال کی جا رہی تھیں۔ یونٹ میں مبینہ طور پر رات کے وقت خفیہ طور پر پروڈکشن کی جاتی تھی اور رمضان المبارک کے دوران مختلف شہروں میں سپلائی کی تیاری کی جا رہی تھی۔
فوڈ سیفٹی ٹیم نے فیکٹری کو موقع پر سیل کرتے ہوئے وہاں استعمال ہونے والی مشینری کو سرکاری تحویل میں لے لیا اور خیبرپختونخوا فوڈ سیفٹی ایکٹ کے تحت مزید قانونی کارروائی کا آغاز کر دیا۔
ڈائریکٹر جنرل خیبرپختونخوا فوڈ سیفٹی اینڈ حلال فوڈ اتھارٹی، کاشف اقبال جیلانی نے کامیاب کارروائی پر فوڈ سیفٹی ٹیم کو سراہتے ہوئے کہا کہ پری رمضان اور رمضان پلان کے تحت صوبہ بھر میں غیر معیاری اور مضر صحت خوردنی اشیاء میں ملوث عناصر کے خلاف کارروائیاں جاری ہیں۔ انہوں نے خبردار کیا کہ ملاوٹ مافیا اپنا قبلہ درست کر لے، بصورت دیگر سخت قانونی کارروائی کے لیے تیار رہے۔

خیبر پختونخوا انفارمیشن ٹیکنالوجی بورڈ (آئی ٹی بورڈ) نے اپنی ایئر بک 2025 جاری کر دی ہے، جس میں خیبر پختونخوا میں ڈیجیٹل اصلاحات کے ایک تاریخی سال کی تفصیلات درج کی گئی ہیں۔
ایئر بک میں درج معلومات کے مطابق سال 2025 کے دوران آئی ٹی بورڈ نے سرکاری محکموں میں پیچیدہ دستی یعنی مینؤل نظام کی جگہ آسان ڈیجیٹل پلیٹ فارمز متعارف کرائے۔ اس ضمن میں دستک کو صوبے بھر میں عوامی خدمات کے حصول کے لئے ڈیجیٹل پلیٹ فارم کے طور پر نافذ کیا گیا، جس کے ذریعے ریونیو، پولیس، ٹرانسپورٹ، ہاؤسنگ اور بلدیاتی خدمات سمیت 80 سے زائد سرکاری سروسز کو ڈیجیٹل نظام پر منتقل کیا گیا۔
اس اقدام سے شہریوں کے بار بار دفاتر کے چکر، تاخیر اور غیر ضروری پیچیدگیوں میں نمایاں کمی آئی اور عوام گھر بیٹھے ان خدمات تک رسائی حاصل کررہے ہیں۔
ایئر بک میں خیبر پاس کے اجراء کو بھی ایک سنگ میل قرار دیا گیا ہے، جو صوبے کا متحدہ ڈیجیٹل شناختی نظام ہے۔ کیو آر کوڈ اور محفوظ تصدیقی نظام پر مبنی اس اقدام کے ذریعے ایک شہری، ایک شناخت، ایک حکومت کے تصور کو عملی جامہ پہنایا گیا، جس سے شہریوں کو بار بار دستاویزات جمع کرانے کی ضرورت ختم ہو گئی اور مستقبل میں فلاحی، صحت، تعلیم اور سبسڈی پروگراموں کو ایک ہی شناخت کے تحت مربوط کرنے کی بنیاد رکھی گئی ہے۔
صوبے کو کیش لیس خیبر پختونخوا بنانے کے وژن کے تحت سال 2025 میں صوبائی سطح کی پہلی ڈیجیٹل ادائیگی و فِن ٹیک حکمتِ عملی پر عملدرآمد شروع کیا گیا۔ پیمیر پلیٹ فارم کے ذریعے ایکسائز، ریونیو، آبپاشی اور تعمیرات سمیت 40 سے زائد سرکاری خدمات میں ڈیجیٹل ادائیگیوں کو ممکن بنایا گیا، جس سے مالی شفافیت، ریونیو کی مؤثر نگرانی اور عوامی اعتماد میں اضافہ ہوا۔
ایئر بک کے مطابق نوجوانوں کی صلاحیتوں میں اضافہ اور روزگار کے مواقع کی فراہمی کے لیے ڈیجیٹل اسکلز پروگرامز، انٹرن شپ، فیلوشپس اور جوئن آئی ٹی پلیٹ فارم کے ذریعے ہزاروں نوجوانوں کو مارکیٹ سے ہم آہنگ مہارتیں فراہم کی گئیں۔ خصوصی طور پر خواتین اور ضم اضلاع کے نوجوانوں کو شامل کر کے ڈیجیٹل شمولیت اور معاشی خودمختاری کو فروغ دیا گیا۔
ڈیجیٹل معیشت کے فروغ کے لیے آئی ٹی پارکس کے دائرہ کار میں توسیع، پاکستان ڈیجیٹل سٹی ہری پور کو اسپیشل ٹیکنالوجی زون کے طور پر فعال بنانا اور اسٹارٹ اپ انکیوبیشن کے اقدامات نمایاں رہے۔ ان اقدامات کے نتیجے میں روزگار کے نئے مواقع پیدا ہوئے، برآمدات میں اضافہ ہوا اور صوبے میں نجی شعبے کا اعتماد مستحکم ہوا۔
ادارہ جاتی سطح پر آئی ٹی بورڈ نے سال 2025 میں اپنی گورننس صلاحیت میں نمایاں اضافہ کیا۔ بجٹ اور انسانی وسائل میں وسعت، نئی ڈیجیٹل گورننس پالیسیوں اور ترقیاتی منصوبوں کی منظوری نے ڈیجیٹل اصلاحات کو پائیدار بنیادیں فراہم کیں، جبکہ سرمایہ کاری پر غیر معمولی منافع نے ان اقدامات کی افادیت کو اور بھی مستحکم کیا۔
قومی اور بین الاقوامی سطح پر آئی ٹی بورڈ کے منصوبوں کو نمایاں اعزازات اور عالمی سطح پر پذیرائی حاصل ہوئی۔ یہ کامیابیاں نہ صرف پاکستان کے مثبت ڈیجیٹل تشخص کو اجاگر کرتی ہیں بلکہ صوبے میں ٹیکنالوجی پر مبنی اصلاحات پر عوامی اعتماد کو بھی مضبوط کرتی ہیں۔
ایئر بک میں اس امر کی بھی نشاندہی کی گئی ہے کہ ڈیجیٹلائزیشن کے نتیجے میں کاغذ کے استعمال میں کمی، توانائی اور پانی کی بچت، اور کاربن اخراج میں کمی جیسے ماحولیاتی فوائد حاصل ہورہے ہیں، جو پائیدار اور موسمیاتی لحاظ سے محفوظ گورننس کی جانب ایک اہم قدم ہے۔

خیبرپختونخوا حکومت کی جانب سے محکمہ ایکسائز و ٹیکسیشن اور نارکوٹکس کنٹرول کے تحت گاڑیوں کی من پسند چوائس نمبر پلیٹس کے منفرد منصوبے کی دوسری نیلامی میں خواہشمند بولی دہندہ گان نے قومیتی اور علاقائی ناموں کے نمبرز پر کروڑوں روپے کی شاندار بولی لگا دی۔ایک ہی روز میں 47 کروڑ اور 3 لاکھ روپے کی مجموعی بولی دی گئی جس میں کل 30 نمبرات شامل تھے۔
ارینا ہال،قیوم سپورٹس کمپلیکس پشاور میں منعقدہ نیلامی میں سب سے زیادہ بولی ”داوڑ 1” چوائس نمبر پلیٹ پر 17 کروڑ اور 50 لاکھ روپے دی گئی جسے انضمام الحق نامی شہری نے خریدا۔
دوسری بڑی بولی ”اورکزئی 1” نمبر پلیٹ پر دی گئی جسے سابق سنیٹر اور ایم پی اے اورنگزیب خان نے 4 کروڑ اور 10 لاکھ روپے میں خریدا۔
”وزیرستان 1” نمبر پلیٹ 4 کروڑ اور 6 لاکھ روپے میں نیلام ہوئی جسے فیض الرحمان نے خریدا جبکہ ”مہمند 1” چوائس نمبر پلیٹ 3 کروڑ اور 21 لاکھ روپے میں فروخت ہوئی۔
نیلامی کی تقریب میں ڈائریکٹر جنرل ایکسائز و ٹیکسیشن اور نارکوٹکس کنٹرول عبدالحلیم خان،دیگر ڈائریکٹرز اور محکمہ ایکسائز کے افسران نے شرکت کی جبکہ خواہشمند بڈرز نے بولی میں غیر معمولی دلچسپی لی۔
نیلامی میں ”باجوڑ 1” نمبر پلیٹ 3 کروڑ اور 35 لاکھ روپے میں عباس شاہ نے خریدی جبکہ ”خیبر 1” نمبر پلیٹ 2 کروڑ اور 1 لاکھ روپے میں نیلام ہوئی جو حاجی اختیار محمد نے خریدی۔
اسی طرح ”محسود 1” نمبر پلیٹ 2 کروڑ اور 20 لاکھ روپے میں عباس خان محسود نے حاصل کی جبکہ ”گجر 1” نمبر پلیٹ 1 کروڑ اور 63 لاکھ روپے میں رضا خان گجر نے خرید ی۔
”پشتون 1” نمبر پلیٹ 1 کروڑ اور 32 لاکھ روپے میں امیر اللہ نامی شہری نے خرید ی۔
”بونیر 1” چوائس نمبر پلیٹ 95 لاکھ میں ملک اسد خان،”مردان 1” حافظ شیر رحمان نے 68 لاکھ اور ”دیر 1” محمد طاہر خان نے 67 لاکھ میں خرید یں۔
”جدون 1” سمیع اللہ نے 71 لاکھ اور ”خلیل 1” گل زیب نے 65 لاکھ میں خریدا۔ ”خٹک 1” محمد فیضان نے 61 لاکھ روپے جبکہ ”تاج 1” فیاض احمد خان نے 42 لاکھ روپے میں خرید یں۔
”کوہاٹ 1” نمبر پلیٹ 43 لاکھ روپے، ”شیخ 1” کا نمبر 27 لاکھ روپے، ”سوات 1” نمبر پلیٹ 30 لاکھ روپے،”ایبٹ آباد 1” نمبر پلیٹ 17 لاکھ، ”مروت 1” نمبر پلیٹ 26 لاکھ روپے اور ”سید 1” نمبر پلیٹ 33 لاکھ میں فروخت ہوئی جبکہ ”کلاچی 1” نمبر پلیٹ پر 25 لاکھ روپے کی بولی لگی۔
نیلامی میں شامل دیگر نمبرات پر بھی شہریوں نے خاطر خواہ بولی لگائی جبکہ پورے عمل میں عوامی جوش و خروش اور بھرپور شرکت نے صوبائی وزیر ایکسائز سید فخرجہان کے آئیڈیا پر شروع کئے گئے اس منفرد منصوبے کی مکمل کامیابی کو واضح کر دیا۔
مذکورہ منفرد اور عوام دوست اقدام محکمہ ایکسائز و ٹیکسیشن اور نارکوٹکس کنٹرول خیبرپختونخوا کی جدید اصلاحات کا حصہ ہے، جو پاکستان تحریک انصاف کے بانی چیئرمین عمران خان کے وژن، وزیر اعلیٰ خیبرپختونخوا محمد سہیل آفریدی کی قیادت اور صوبائی وزیر ایکسائز، ٹیکسیشن و نارکوٹکس کنٹرول سید فخرِجہان کی سرپرستی میں کامیابی سے آگے بڑھ رہا ہے۔خواہشمند شہریوں کیلئے پسندیدہ نمبرزکے حوالے سے آئندہ بھی نیلامی منعقد کی جائے گی۔
اس حوالے سے صوبائی وزیر ایکسائز، ٹیکسیشن و نارکوٹکس کنٹرول سید فخرِجہان نے اظہار خیال کرتے ہوئے کہا کہ چوائس نمبر پلیٹس کا یہ منصوبہ ایک منفرد اور عوام دوست اقدام ہے، جو الحمدللہ عوام کی بھرپور دلچسپی کے باعث کامیاب رہا۔
انہوں نے کامیاب بولی دہندگان کو مبارکباد دیتے ہوئے کہا کہ عوام کی درخواست اور دلچسپی کو مدنظر رکھتے ہوئے مستقبل میں مزید من پسند چوائس نمبر پلیٹس کی بڈنگ کا انعقاد کیا جائے گا۔
صوبائی وزیر نے کہا کہ محکمہ ایکسائز و ٹیکسیشن اور نارکوٹکس کنٹرول آئندہ بھی عوامی سہولت، شفافیت اور جدیدیت پر مبنی ایسے مزید اقدامات جاری رکھے گا۔

The khyber pakhtunkhwa Minister for Health, Khaliq-ur-Rehman, who also serves as Pro-Chancellor of Khyber Medical University (KMU) Peshawar, has stated that the provincial government is implementing a comprehensive health reform agenda in line with the vision of PTI founder Imran Khan. He remarked that today’s ceremony was not merely a convocation for the distribution of degrees but a shining reflection of the hard work, determination, and talent of the younger generation, as well as a testament to the institution’s relentless efforts in advancing medical education, research, and humanitarian service. He expressed these views while addressing the 7th Convocation of KMU as the Chief Guest.
The ceremony was attended by Chairman Board of Governors, Lady Reading Hospital, Professor Dr. Nosherwan Burki, as Guest of Honour. Vice Chancellor Professor Dr. Zia ul Haq, Registrar Inam ullah Wazir, members of the Senate and Syndicate, deans, faculty members, administrative staff, parents, and a large number of students were also present on the occasion.
Addressing the graduating students, the health minister said that they were entering a new phase of life. “You are no longer just students but professionals entrusted with the responsibility of safeguarding human health, hope, and the future,” he noted. He added that while their degrees reflected years of dedication, sacrifice, and perseverance, they also carried a responsibility to serve humanity, provide healing to patients, and promote innovation and research in medicine—particularly within their own communities. He emphasized that medicine is not merely a profession but a sacred service.
The Minister also congratulated the parents whose prayers, sacrifices, and encouragement enabled the graduates to reach this milestone. He paid tribute to the teachers and mentors for not only imparting knowledge but also shaping the graduates’ character, ethical values, and professional integrity. He remarked that KMU has become a symbol of academic and research excellence in the province, producing doctors, healthcare professionals, researchers, and educators who are serving both nationally and internationally. He highlighted that research, evidence-based medical practice, and high academic standards have become the hallmark of the university, making it not just an academic institution but a strong pillar of the healthcare system and a guarantee of a brighter future.
In his address, Professor Dr. Nowsherwan Burki stated that the convocation marked not the end but the beginning of a new journey—one filled with challenges as well as opportunities to serve humanity and bring positive change to society. He encouraged graduates from the underdeveloped province to consider careers in medical education and research, emphasizing that the investment made in their education carries a responsibility to give back. He added that wealth alone does not define success; the satisfaction derived from serving humanity is incomparable, and he expressed hope that graduates would continue to enhance their professional skills with this mission in mind.
Vice Chancellor Professor Dr. Zia ul Haq, while addressing the gathering, said that KMU’s successful journey in education and research since its establishment is the result of a clear vision, a strong system, and effective teamwork. Over the past nineteen years, KMU has achieved remarkable success in medical, dental, basic medical sciences, public health, medical education, pharmacy, nursing, DPT, and allied sciences—an accomplishment that reflects exemplary leadership, collective coordination, and the shared commitment of all stakeholders. He added that the university’s 75 PhD faculty members across various disciplines are a valuable asset, and through collaboration with Lady Reading Hospital, KMU aims to establish a model medical college that will serve as a global benchmark in medical education.
Earlier, Lifetime Achievement Awards were presented in recognition of outstanding medical, academic, and research contributions to Professor Dr. Nowsherwan Burki; former Principal of KMC, Professor Dr. Ijaz Hassan Khan; Member of the Planning Commission of Pakistan, Dr. Najeebullah; Chairman of the Social Health Protection Initiative Khyber Pakhtunkhwa, Dr. Riaz Tanoli; and Principal of KMU Institute of Medical Sciences Kohat, Professor Dr. Musarrat Jabeen. In addition, 30 undergraduate and 33 postgraduate students received gold medals across various disciplines, while degrees—including PhD, MPhil, Master’s, and BS—were awarded to 718 undergraduate and 217 postgraduate students.

The Finance Department, Government of Khyber Pakhtunkhwa, has taken immediate notice of a serious incident involving the fraudulent withdrawal of government funds amounting to Rs. 38,452,800 (Rupees Thirty-Eight Million Four Hundred Fifty-Two Thousand and Eight Hundred).
According to preliminary reports, a cheque bearing forged signatures of the Sub-Divisional Officer (SDO), Building Division, and the Executive Engineer (XEN), Building Division, Abbottabad, was presented at a branch of Faysal Bank in Abbottabad. The cheque was processed without being routed through the prescribed government financial control system, including mandatory pre-audit and clearance by the District Accounts Office, Abbottabad.
The instrument was initially cleared through the National Bank of Pakistan, Abbottabad Branch, following which the amount was transferred to Faysal Bank, Abbottabad Branch. The transaction was processed without adherence to requisite verification protocols and due diligence by the concerned banking institutions. Before full preventive safeguards could be enforced, a portion of the amount was withdrawn.

The Finance Department categorically clarifies that the fraudulent transaction was executed outside the established government financial management framework and without any authorization, approval, or concurrence of the Finance Department. Mandatory financial controls including pre-audit procedures, treasury verification mechanisms, and reconciliation processes were bypassed.

Upon receipt of the information, the Finance Department acted promptly and coordinated with relevant banking authorities and concerned offices to block further transactions. As a result of this swift and coordinated intervention, an amount of approximately further Rs. 40 million was successfully frozen, thereby preventing a substantial loss to the public exchequer.

In response to the incident, the following Administrative and Corrective Measures actions have been initiated. The officer concerned, Mr. Sardar Aftab, an employee of the Office of the Accountant General currently posted as District Accounts Officer, Abbottabad on deputation, has been directed to report to the Finance Department immediately.

A Divisional Accounts Officer has been assigned additional charge of the office of District Accounts Officer, Abbottabad, to secure all relevant records and provide full cooperation to the inquiry team until further orders. A formal fact-finding inquiry has been launched to comprehensively investigate the matter, determine responsibility, and recommend appropriate disciplinary and legal action in accordance with applicable laws and rules. Furthermore, strict instructions have been issued to all District Accounts Officers and Administrative Departments, particularly the Communication & Works (C&W) Department, to ensure strict compliance with established financial controls. Emphasis has been placed on mandatory pre-audit procedures, treasury verification protocols, reconciliation mechanisms, and strengthened internal controls to prevent recurrence of such incidents. All offices have been directed to ensure that no financial instrument is processed outside the prescribed government financial management framework. The Government of Khyber Pakhtunkhwa reiterates its unwavering commitment to financial transparency, institutional accountability, and the protection of public funds. Any negligence or lapse identified during the inquiry will be dealt with strictly in accordance with the law. Further updates will be shared as the investigation progresses.

In a significant step towards strengthening transparency and public-oriented service delivery, the Excise, Taxation and Narcotics Control Department, Khyber Pakhtunkhwa organised a dignified ceremony for the formal handover of (choice) vehicle number plates to their successful bidders.

In this regard,ceremony was held on Friday at the Directorate General of Excise, Taxation and Narcotics Control, Khyber Pakhtunkhwa, at Hayatabad in Peshawar.

The ceremony was attended by Provincial Minister for Excise, Taxation and Narcotics Control Syed Fakhar Jehan as the chief guest. Director General Excise Abdul Haleem Khan, senior officers of the department and owners of the number plates were also present on the occasion.

During the ceremony, the owners of the registration plates “Peshawar-1”, “Haripur-1” and “Durrani-1” received their plates formally from the provincial minister.

In addition, the choice plates “Wazir-1” and “Yousafzai-1” were also formally handed over to the authorised representatives of the respective owners.

Speaking on the occasion, Provincial Minister Syed Fakhar Jehan said that the record-breaking auction of choice number plates clearly reflects the growing public trust in the transparent, modern and citizen-friendly system of the Excise Department.

He stated that through the auction of these registration plates, citizens are being provided with a legal, secure and reliable facility to obtain number plates of their choice.

This initiative, he added, has not only enhanced public facilitation but has also further strengthened public confidence in the department’s performance.

The provincial minister said that, as a result of ongoing reform initiatives in the Excise Department, the service delivery system is being made more efficient, faster and transparent, which is why citizens are actively participating in such auctions.

He announced that the second phase of the choice number plates auction will also be conducted successfully, Insha’Allah.

Reaffirming his commitment, he said that the trust of citizens is reinforcing the department’s transparent system and that the process of public facilitation will continue in the future through improved administrative strategies.

He further said that, in line with the vision of Imran Khan and under the leadership of the Chief Minister of Khyber Pakhtunkhwa Muhammad Sohail Afridi, efforts would be made to further strengthen and modernise the Excise sector.

The owners of the choice number plates, who attended the ceremony, appreciated the reform measures and initiatives of the Chief Minister and Provincial Minister Syed Fakhar Jehan.

They stated that the transparent auction mechanism, along with the courteous and professional conduct of the Excise Department staff, has significantly enhanced public confidence.The participants also paid tribute to the Excise Department team for the transparent conduct of the auction, effective arrangements and the provision of a citizen-friendly environment.
