وزیراعلیٰ خیبرپختونخوا کے معاونِ خصوصی برائے اطلاعات و تعلقاتِ عامہ شفیع جان نے کہا ہے کہ خیبرپختونخوا کو اس وقت دہشتگردی اور موسمیاتی تبدیلی جیسے غیر معمولی چیلنجز کا سامنا ہے۔ ضلع خیبر کے علاقے تیراہ میدان میں شدید برفباری کے باعث عوام کو شدید مشکلات کا سامنا کرنا پڑا۔ انہوں نے بتایا کہ نوجوان وزیراعلیٰ خیبرپختونخوا سہیل آفریدی کی ہدایات پر صوبائی وزیر بلدیات و اعلیٰ تعلیم مینا خان آفریدی نے رکنِ صوبائی اسمبلی عبدالغنی کے ہمراہ برفباری سے متاثرہ تیراہ میدان کا دورہ کیا اور متاثرہ علاقوں میں جاری امدادی سرگرمیوں کا جائزہ لیا۔ وزیراعلیٰ خیبرپختونخوا سہیل آفریدی خود پشاور سے امدادی کارروائیوں کی مسلسل نگرانی کر رہے ہیں۔معاونِ خصوصی نے کہا کہ ریسکیو آپریشن میں مختلف اضلاع کی ریسکیو ٹیمیں حصہ لے رہی ہیں جبکہ متاثرہ افراد کو محفوظ مقامات اور عارضی پناہ گاہوں میں منتقل کیا گیا ہے۔ شدید برفباری کے باعث بعض علاقوں میں نقل مکانی ناگزیر ہو گئی ہے، جس سے عوام کو مشکلات درپیش ہیں۔ صوبائی حکومت تمام دستیاب وسائل بروئے کار لا رہی ہے اور اس مشکل گھڑی میں عوام کو تنہا نہیں چھوڑے گی۔اپوزیشن لیڈر کی پریس کانفرنس پر ردعمل دیتے ہوئے شفیع جان نے کہا کہ دہشتگردی اور ملٹری آپریشنز کے حوالے سے صوبائی حکومت کی پالیسی بالکل واضح ہے۔ صوبائی اسمبلی میں امن جرگہ کے پندرہ نکات پر صوبائی حکومت اور اپوزیشن جماعتوں نے متفقہ طور پر دستخط کیے ہیں۔ اس کے باوجود صوبے پر بند کمروں میں کیے گئے فیصلے مسلط کیے جا رہے ہیں، جس کے باعث صوبائی حکومت کو شدید مالی دباؤ کا سامنا ہے۔انہوں نے کہا کہ باجوڑ میں ملٹری آپریشن کے نتیجے میں ہونے والی نقل مکانی کے تمام اخراجات صوبائی حکومت نے برداشت کیے۔ شفیع جان نے مزید کہا کہ صوبائی حکومت اپنی کارکردگی اور گڈ گورننس پر کسی بھی فورم اور کسی بھی صوبے سے موازنے کے لیے تیار ہے اور اس حوالے سے متعدد بار کھلا چیلنج دیا جا چکا ہے۔ان کا کہنا تھا کہ فیصلہ سازی کے عمل میں خیبرپختونخوا حکومت کو مسلسل نظر انداز کیا جا رہا ہے جبکہ محض الزام تراشی کے لیے مخصوص افراد کو آگے لایا جا رہا ہے۔شفیع جان نے مزید کہا کہ سترہ نشستوں پر قائم حکومت اپنے فیصلے صوبے پر مسلط کر رہی ہے۔ انہوں نے مطالبہ کیا کہ وہ عناصر جو فارم 47 کے ذریعے ایوانوں میں آئے ہیں، اسمبلیوں سے مستعفی ہوں۔ کرپشن کے حوالے سے نوجوان وزیراعلیٰ سہیل آفریدی کی زیرو ٹالرنس پالیسی ہے۔ انہوں نے کہا کہ کرپشن سے متعلق حقائق آئی ایم ایف کی رپورٹس میں واضح ہو چکے ہیں، لہٰذا دوسروں پر الزام لگانے سے قبل وفاق پر قابض جماعت کو 5300 ارب روپے کی مبینہ کرپشن کا جواب دینا ہوگا۔

مشیر خزانہ خیبرپختونخوا مزمل اسلم نے ممبران قومی اسمبلی کے ہمراہ پریس بریفینگ دیتے ہوئے کہا ہے کہ پاکستان سانحات کا ملک بنتا جا رہا ہے ہر روز کوئی نہ کوئی سانحہ رونما ہوتا ہے ایسا لگتا ہے کہ ہم سانحے کے عادی ہو گئے ہیں پہلے جب ملک میں کوئی سانحہ ہوتا تھا تو غور و فکر کیا جاتا ہے لیکن اب حکمران ٹھس سے مس نہیں ہو رہے۔ ان خیالات کا اظہار مشیر خزانہ خیبرپختونخوا مزمل اسلم نے گزشتہ روز خیبرپختونخوا ھاؤس اسلام آباد میں پریس بریفینگ دیتے ہوئے کیا۔ اس موقع پر ممبران قومی اسمبلی عارف جٹ اور اسامہ میلہ نے بھی اپنے خیالات کا اظہار کیا۔ مزمل اسلم نے کہا کہ ملک کے مختلف حصوں میں برفباری ہو رہی ہے اور خیبرپختونخوا کے علاقے تیراہ میں آپریشن کیا جا رہا ہے تمام سیاسی جماعتوں اور اداروں کو تیراہ کے عوام کے ساتھ یک جہتی کرنی چاہیے تھی لیکن ایسی کوئی صورتحال دیکھنے میں نہیں آرہی ہے۔ انہوں نے کہا کہ اسلئے کہہ رہے ہیں کہ پاکستان سانحات اور حادثات کا ملک بننے جا رہا ہے لیکن حکمران حادثات کو کنٹرول کرنے اور حادثات میں فوری ریلیف دینے میں ناکام ہیں۔ مشیر خزانہ خیبرپختونخوا نے کہا کہ خیبرپختونخوا نے حال ہی میں دو انشورنس کمپنیاں بنائی ہیں اور آگے ڈیزاسٹر رسک منیجمنٹ فنڈ قائم کرے گی اور اس میں حادثات کیلئے الگ سے فنڈز رکھے گے تاکہ ڈیزاسٹرز کے وقت عوام کو فوری طور پر ریلیف پہنچایا جاسکے۔ دنیا میں حادثات کے مواقع پر حکمرانوں سے پہلے انشورنس کمپنیاں فوری طور پر فنڈز فراہم کرتی ہے لیکن پاکستان میں بڑے بڑے انشورنس کمپنیاں ہو کر بھی ایسا کچھ نہیں ہے۔ مشیر خزانہ خیبرپختونخوا مزمل اسلم نے پاکستان کی معیشت سے متعلق بات کرتے ہوئے کہا کہ پہلے عوام وزیراعظم اور حکومتوں کو ڈھونڈتے تھے آج کل ونڈر بوائے کو ڈھونڈا جا رھا ہے پتا نہیں کب ونڈر بوائے ملے گا اور ملک کی تقدیر بدل جائے گی۔ مزمل اسلم نے کہا کہ اطلاعات ہے کہ ونڈر بوائے کیلئے ووٹر کی عمر 18 سے 25 سال کی جارہی ہے پھر تو الیکشن لڑنے کی اہلیت کیلئے عمر 40 سے 50 سال رکھی جائے گی۔ مزمل اسلم نے کہا کہ خیبرپختونخوا کے وزیراعلی خیبرپختونخوا سہیل آفریدی تو 36 سال کے ہیں اور پاکستان تحریک انصاف تو نوجوانوں کی پارٹی ہے تو آپ نوجوانوں سے ووٹ کا حق بھی چھین رہے ہیں۔ مزمل اسلم نے کہا کہ پچھلے دنوں ملک کی ابتر معاشی صورتحال پر بزنس کمیونٹی نے حکومت کے خلاف چارج شیٹ پیش کی جس پر جواب دینے کے بجائے وزیر اطلاعات عطاء طارڈ نے اسکو انکو پیڈ پریس کانفرنس کا الزام لگا دیا جو بھی حکومت کے خلاف بات کرتا ہے وہ غدار ڈیکلیئر ہو جاتا ہے۔ مزمل اسلم نے کہا کہ ملک میں بیرونی سرمایہ کاری منفی 20 فیصد ہوگئی ہے یہ پچھلے ماہ دسمبر کے نمبر ہے ملک میں بیرونی سرمایہ کاری کی صورتحال بلکل بھی بہتر دیکھائی نہیں دے رہی ہے۔ مشیر خزانہ خیبرپختونخوا نے کہا کہ 10 اپریل کو موجودہ حکومت کے چار سال پورے ہو جائیں اور معاشی صورتحال روز بروز ابتر ہوتی جا رہی ہے وزیراعظم صاحب کہہ رہیہیں کہ اب ہماری توجہ غربت اور ترقی کی طرف ہے تو چار سال سے آپکی توجہ کس طرف تھی۔ مزمل اسلم نے کہا کہ حکومت بجلی کی قیمتیں کم کرنے کیلئے 36 ارب ڈالر کی قرضہ لینے جا رہی ہے اسلئے کہہ رہیہیں معیشت کا بیڑا غرق کردیا ہے۔ مزمل اسلم نے کہا کہ جب عوام کو ریلیف دینے کی بات آتی ہے تو کہتے ہیں کہ آئی ایم ایف سے پوچھیں گے اور خود کیلئے بغیر آئی ایم ایف مشاورت کے الیکشن ایکٹ میں ترمیم کردی کہ ایک سال کیلئے پارلیمنٹرین اثاثے خفیہ رکھ سکیں گے۔ مزمل اسلم نے مزید کہا کہ ملک میں غربت اور فوڈ اِن سیکیورٹی بڑھ چکی ہے۔ گندم کا ریٹ 5 ہزار روپے من ہو گیا ہے مگر کسان سے گندم صرف 22 سو روپے فی من کے حساب سے خریدی گئی ہے۔ دسمبر میں ایکسپورٹ نیچے آئی ہے اور ورلڈ بینک نے پاکستان کی معیشت کو قابلِ رحم قرار دیا ہے۔ یو اے ای نے قرض پر ساڑھے 6 فیصد شرح سود مانگی ہے جبکہ سعودی عرب بھی اپنا قرض واپس لینے پر غور کر رہا ہے۔پریس کانفرنس میں مبین عارف جٹ نے کہا کہ چھ ماہ میں امپورٹ 32 ارب ڈالر جبکہ ایکسپورٹ صرف ساڑھے 15 ارب ڈالر رہی ہے۔ فارن اور پرائیویٹ سرمایہ کاری کم ہو رہی ہے، لوگ کاروبار بند کر کے بیرون ملک جا رہے ہیں اور حکومت نے سیلز ٹیکس ریفنڈ روک رکھے ہیں۔ انہوں نے کہا کہ ہماری ملیں بند پڑی ہیں اور سردیوں میں بھی لوڈ شیڈنگ ہو رہی ہے۔انہوں نے مزید کہا کہ ٹریڈ ڈیفیسٹ بہت زیادہ ہے، سروس سیکٹر میں بھی خسارہ ہے جو اس بات کا ثبوت ہے کہ پیسہ ملک سے باہر جا رہا ہے۔ ایف بی آر نے بڑے ایکسپورٹرز کے بے جا آڈٹ کیے اور ان کے خلاف ایف آئی آر درج کی جا رہی ہیں۔اسامہ میلہ نے کہا کہ پاکستان بننے کے بعد سے ہم ونڈر بوائے کی تلاش میں ہیں جبکہ ہماری ریڑھ کی ہڈی زراعت اور کسان ہے۔ انہوں نے یوکرینی گندم کی امپورٹ پر سوال اٹھاتے ہوئے کہا کہ حکومت نے کسان کے ساتھ جرائم کیے۔ کسان نے 2100 روپے میں گندم بیچی، فلور ملز نے سٹاک کی اور آج وہی گندم 4500 سے 5000 روپے میں فروخت ہو رہی ہے۔ آخر میں گندم مہنگی ہو گئی اور کسان کو فائدہ بھی نہ ملا۔مزمل اسلم نے کہا کہ آئی ایم ایف کے ساتھ پاکستان کے 25 پروگرام ہو چکے ہیں جن میں سے زیادہ تر موجودہ حکمرانوں نے لیے ہیں۔ انہوں نے کہا کہ پنجاب سے جانے والے گندم کے ٹرکوں پر تین تین لاکھ روپے رشوت لی جا رہی ہے۔

وزارتِ انسانی حقوق پاکستان، محکمہ قانون و انسانی حقوق حکومتِ خیبر پختونخوا اور فاؤنڈیشن فار ایجنگ اینڈ اِنکلیوسِو ڈیولپمنٹ کے اشتراک سے صوبائی مشاورتی اجلاس کا پہلا مرحلہ آج کامیابی سے اختتام پذیر ہو گیا۔ اجلاس میں اس بات کا اعلان کیا گیا کہ اس مشاورتی عمل کا اگلا سیشن آئندہ ماہ صوبائی سطح پر مختلف اسٹیک ہولڈرز کے ساتھ منعقد کیا جائے گا، تاکہ مشاورت کے دائرہ کار کو مزید وسعت دی جا سکے۔اس صوبائی مشاورتی اجلاس کا بنیادی مقصد پاکستان بالخصوص خیبر پختونخوا میں بزرگ شہریوں کے لیے اچھی، محفوظ اور باوقار زندگی کو یقینی بنانے کے لیے قومی پالیسی کی تیاری کے حوالے سے مشاورت کرنا، قابلِ عمل تجاویز زیرِ بحث لانا اور پالیسی کو مؤثر بنانا تھا۔ اجلاس میں اس امر پر زور دیا گیا کہ عمر رسیدہ افراد معاشرے کا تجربہ کار اور قیمتی اثاثہ ہیں، جن کی ضروریات اور حقوق کو پالیسی سازی کے مرکز میں رکھا جانا ناگزیر ہے۔اجلاس کے دوران قومی اور عالمی تناظر میں عمر رسیدگی، میڈرڈ انٹرنیشنل پلان آف ایکشن آن ایجنگ (MIPAA)، آبادیاتی تبدیلیوں اور بزرگ شہریوں کو درپیش سماجی، معاشی اور صحت سے متعلق چیلنجز پر تفصیلی تبادلہ خیال کیا گیا۔ شرکاء نے قومی پالیسی برائے عمر رسیدگی کے مسودے پر اپنی آراء پیش کیں اور صوبائی تناظر میں اسے مزید جامع اور قابلِ عمل بنانے کے لیے سفارشات مرتب کیں۔مشاورتی اجلاس میں مختلف سرکاری محکموں کے افسران، سول سوسائٹی کے نمائندوں اور متعلقہ ماہرین نے شرکت کی۔ شرکاء نے اس بات پر اتفاق کیا کہ بزرگ شہریوں کے لیے سماجی تحفظ، صحت کی سہولیات، قانونی معاونت اور معاشرتی شمولیت کو یقینی بنانے کے لیے مربوط پالیسی اور مؤثر عملدرآمد کا نظام ضروری ہے۔آخر میں اس عزم کا اظہار کیا گیا کہ یہ مشاورتی عمل آئندہ مراحل میں مزید مضبوط کیا جائے گا اور تمام متعلقہ اسٹیک ہولڈرز کی شمولیت سے ایسی جامع قومی پالیسی مرتب کی جائے گی جو بزرگ شہریوں کے حقوق کے تحفظ اور ان کے معیارِ زندگی کو بہتر بنانے میں عملی کردار ادا کرے۔

خاتون محتسب خیبر پختونخوا روباب مہدی نے جمعہ کے روز چیف سیکرٹری خیبر پختونخوا شہاب علی شاہ سے ملاقات کی، جس میں دفاتر میں ہراسانی کی روک تھام اور خواتین کی جائیداد سے متعلق حقوق کے تحفظ کے اقدامات کا جائزہ لیا گیا۔اجلاس میں صوبے کے تمام ڈویژنل کمشنرز نے آن لائن شرکت کی۔ اس موقع پر خاتون محتسب کے دفتر کی کارکردگی پر تفصیلی بریفنگ دی گئی، جس میں زیرِ سماعت مقدمات، اہم کامیابیاں اور خواتین کے وقار اور قانونی حقوق کے تحفظ کے لیے مستقبل کا لائحہ عمل پیش کیا گیا۔اجلاس کو بتایا گیا کہ خاتون محتسب کا دفتر شفاف طریقے سے اور بلا معاوضہ تیز انصاف فراہم کر رہا ہے۔ جولائی سے دسمبر 2025 کے دوران مجموعی طور پر 509 مقدمات نمٹائے گئے جبکہ 8 ہزار 520 سماعتیں کی گئیں۔ زیرِ التوا مقدمات میں واضح کمی آئی ہے، جبکہ نئی شکایات کی تعداد میں اضافہ ہوا ہے، جو خواتین کے تحفظ کے لیے حکومتی نظام پر عوام کے بڑھتے ہوئے اعتماد کو ظاہر کرتا ہے۔مزید بتایا گیا کہ رمضان سے قبل پشاور، مردان، صوابی، ملاکنڈ اور ہزارہ ڈویژن میں متعلقہ کمشنرز کے تعاون سے کھلی کچہریاں منعقد کی جائیں گی۔ اس کے علاوہ 12 فروری کو منائے جانے والے قومی یومِ خواتین کے موقع پر صوبے بھر کے ڈویژنل سطح پر آگاہی سیمینارز بھی منعقد کیے جائیں گے۔

وزیرِ صحت خیبر پختونخوا خلیق الرحمٰن نے جمعہ کے روز محکمہ صحت میں ایک سالہ کنٹریکٹ کی بنیاد پر فکسڈ پے سکیل کے تحت تعینات کیے گئے چوبیس نئے ڈینٹل سرجنز میں تقرری کے حکم نامے تقسیم کیے۔اس موقع پر خطاب کرتے ہوئے صوبائی وزیرِ صحت نے تمام نو تعینات ڈینٹل سرجنز کو محکمہ صحت میں خوش آمدید کہا اور انہیں سرکاری صحت کے نظام کا حصہ بننے پر مبارکباد دی۔ انہوں نے اس امید کا اظہار کیا کہ یہ نئے ڈاکٹرز صوبے میں دانتوں اور منہ کی صحت کی سہولیات کو بہتر بنانے میں مؤثر کردار ادا کریں گے اور عوام کی خدمت دیانت داری اور پیشہ ورانہ انداز میں انجام دیں گے۔صوبائی وزیرِ صحت نے واضح کیا کہ بھرتی کا تمام عمل مکمل طور پر میرٹ اور شفافیت کی بنیاد پر انجام دیا گیا ہے اور تمام منتخب امیدوار اپنی قابلیت، اہلیت اور پیشہ ورانہ مہارت کی بنیاد پر اس عہدے کے حق دار ہیں۔ انہوں نے کہا کہ محکمہ صحت ہر اس فرد کے لیے کھلا ہے جو اعلیٰ تعلیمی قابلیت، مضبوط مہارت اور عوامی خدمت کا جذبہ رکھتا ہو۔نو تعینات ڈاکٹرز کو مخاطب کرتے ہوئے وزیرِ صحت نے انہیں ہدایت کی کہ وہ اپنی پیشہ ورانہ ذمہ داریاں دیانت داری، خلوص اور مکمل لگن کے ساتھ ادا کریں۔ انہوں نے عوامی شعبے میں خدمات انجام دینے کے دوران معیار، پیشہ ورانہ اخلاقیات اور فرض شناسی کو مقدم رکھنے پر زور دیا، خصوصاً ایسے اداروں میں جہاں زیادہ تر مریض پسماندہ اور کمزور طبقات سے تعلق رکھتے ہیں۔صوبائی وزیرِ صحت نے مزید کہا کہ محکمہ صحت پورے صوبے میں انسانی وسائل کی کمی کو پورا کرنے کے لیے سنجیدہ اقدامات کر رہا ہے۔ انہوں نے بتایا کہ ان ڈینٹل سرجنز کی تعیناتی ان علاقوں میں کی گئی ہے جہاں ماہر ڈینٹل ڈاکٹرز کی شدید قلت ہے اور جہاں ان کی خدمات کی اشد ضرورت ہے۔ انہوں نے اس بھرتی کو ایک مسلسل سلسلے کا حصہ قرار دیتے ہوئے کہا کہ آئندہ بھی مزید طبی اور پیرا میڈیکل عملے کی بھرتیاں عمل میں لائی جائیں گی تاکہ صحت کی سہولیات کو مزید مضبوط بنایا جا سکے۔محکمہ صحت کو درپیش چیلنجز کا ذکر کرتے ہوئے صوبائی وزیرِ صحت نے کہا کہ مطلوبہ انسانی وسائل، جدید آلات اور بہتر انفراسٹرکچر کی فراہمی حکومت کی اہم ترجیحات میں شامل ہے۔ انہوں نے اس عزم کا اعادہ کیا کہ مؤثر پالیسی سازی، مستقل سرمایہ کاری اور جامع منصوبہ بندی کے ذریعے ان چیلنجز پر قابو پایا جائے گا تاکہ خیبر پختونخوا کے عوام کو بہتر اور معیاری صحت کی سہولیات فراہم کی جا سکیں۔صوبائی وزیرِ صحت نے نو تعینات ڈینٹل سرجنز کے لیے نیک خواہشات کا اظہار کیا اور باضابطہ طور پر تقرری کے خطوط تقسیم کیے۔ انہوں نے امید ظاہر کی کہ یہ ڈاکٹرز صوبے میں عوامی صحت کی بہتری کے لیے پوری لگن کے ساتھ خدمات انجام دیں گے۔

خیبرپختونخوا کے وزیر ریلیف، بحالی و آباد کاری عاقب اللہ خان نےاپنے ایک بیان میں کہا ہے کہ صوبائی حکومت شدید سرد موسم سے دو چار تیراہ متاثرین کو محفوظ مقامات پر منتقل کرانے کے لیے ہر ممکن کوشش کر رہی ہے۔ انہوں نے کہا کہ وادیِ تیراہ ضلع خیبر میں برف باری کے باعث پھنسے ہوئے افراد کو بحفاظت نکالنے کے لیے ریسکیو آپریشن مسلسل جاری ہے۔ صوبائی وزیر کا کہنا تھا کہ ریسکیو آپریشن میں ضلع خیبر سے 26 ریسکیو اہلکار چار ایمبولینسز، ایک ایکسیویٹر، ڈیزاسٹر وہیکل، ریسکیو وہیکل اور ایک ریکوری وہیکل کے ساتھ امدادی سرگرمیوں میں حصہ لے رہے ہیں، جبکہ پشاور سے 16 ریسکیو اہلکار تین ایمبولینسز، ایک ہینو ٹرک، ایک ایکسویٹر اور ایک پک اپ گاڑی روانہ کردی گئی ہیں۔ عاقب اللہ خان نے کہا کہ اضافی افرادی قوت کی فراہمی کے لیے ریسکیو1122 کے مردان، نوشہرہ اور سوات سے بھی 16، 16 اہلکار، دو دو ایمبولینسز اور ایک پک اپ طلب کئے گئے ہیں۔ صوبائی وزیر نے ریسکیو 1122 کی ٹیموں کی باہمی ہم آہنگی، متاثرین کی حفاظت یقینی بنانے اور آپریشن مکمل ہونے تک کارروائی جاری رکھنے کے لیے متعلقہ حکام کو بھی ہدایات جاری کیں۔

The Local Government, Elections and Rural Development Department (LGE&RDD), under the Khyber Pakhtunkhwa Cities Improvement Project (KPCIP), has decided to install flow (water) meters as part of its modernizing water conservation efforts.
The department has also been installing Supervisory Control and Data Acquisition (SCADA) systems on all tube-wells and replacing rusted pipelines in four divisional cities of the province under KPCIP.
Hailed as a step toward improved water governance, the initiative aims to curb non-revenue water; water that is extracted and pumped into the system but does not generate revenue and is largely wasted at the consumer end.
Officials said the groundwater table in Peshawar, Kohat, Abbottabad, and Mingora is under severe stress due to population growth and worsening climate impacts. They said flow meters would help monitor consumption and control over-extraction, which in turn would reduce energy use and operational costs for Water and Sanitation Services Companies (WSSCs). Moreover, lower extraction, they added, could help slow the depletion of groundwater.
Alongside metering, KPCIP is replacing old and rusted pipelines to reduce leakages and improve drinking water quality. According to project data, 353 kilometers of pipeline are being replaced in Kohat, 577 kilometers in Mingora, 15 kilometers in Peshawar, and 200 kilometers in Abbottabad.
Data obtained from WSSCs show that groundwater levels in all four cities have been steadily declining and could fall beyond natural recharge capacity if corrective steps are not taken. As a result, utilities are struggling to meet demand, particularly during peak summer months. To reduce losses within the system and at the consumer end, authorities are modernizing infrastructure through both metering and pipeline replacement.
Water demand already exceeds supply in the cities. WSSC Mingora currently extracts about seven million gallons per day (MGD) against a demand of 11 MGD. Similarly, WSSC Abbottabad extracts 3.5 MGD while demand stands at seven MGD, a gap largely attributed to declining aquifers. The remaining demand is either met through private borewells or the provision of water tankers. Officials at the WSSCs also said that due to overextraction, many tubewells have gone dry and leading caving-in phenomenon.
A 2024 study titled “Impact of Land Use Dynamics on Groundwater Table in Abbottabad City, Khyber Pakhtunkhwa” found that the city’s built-up area expanded from 1,575.1 hectares in 2008 to 1,897.5 hectares in 2018. As a result, groundwater levels in different parts of the city are declining at rates ranging from 0.17 to 4 feet per year, the study noted.
Similarly, another study, “Impact of Built Environment on Groundwater Depletion in Peshawar, Pakistan,” shows that between 1981 and 2017, population growth pushed daily freshwater demand from 56 million liters to more than 213 million liters, nearly quadrupling consumption. During the same period, built-up areas expanded from 3.70 percent to 16.27 percent of total land, reducing infiltration by about 4 percent.
“As concrete spread, recharge shrank groundwater replenishment declined from 108.75 mm per year in 1981 to 91.35 mm per year in 2014, tightening the squeeze on already stressed aquifers,” the study states.
Officials believe that improved monitoring through SCADA systems, combined with infrastructure upgrades, could help reduce losses, rationalize extraction, and slow the pace of groundwater depletion a critical step as cities face rising demand and shrinking natural recharge.

Through effective planning and coordinated implementation by the Expanded Program on Immunization (EPI) Khyber Pakhtunkhwa and its district teams, more than 108,000 under-immunized children were vaccinated.

While, this effort achieved over 90 percent coverage in high-risk urban areas and significantly reduced immunity gaps across the province.

The Immunization Roadmap, launched under the leadership of the Chief Secretary KP, has delivered strong and measurable results within its first six months. The initiative marks a major improvement in public health service delivery in Khyber Pakhtunkhwa by strengthening accountability, modernizing service delivery systems, and accelerating progress toward universal immunization coverage. It reflects the Government’s strong commitment to protecting child health.

A major achievement under the roadmap was a targeted immunization campaign carried out in Peshawar in November 2025.

With close coordination between provincial and district EPI teams, the campaign successfully reached under-immunized children in high-risk urban localities and helped close critical immunity gaps.

Director EPI Khyber Pakhtunkhwa, Dr. Mehtab Khan said that routine immunization services have also improved significantly.

The Health Department upgraded vaccinator monitoring systems to track individual performance, which enhanced accountability and operational efficiency.

As a result, community outreach coverage increased from 40 percent last year to nearly 70 percent in December 2025, expanding access to life-saving vaccines across the province.

Alongside service improvements, the Government expanded physical infrastructure and human resources.

Ten pre-fabricated EPI centers were established in underserved union councils, providing immunization services to a population of over 0.3 million.

A province-wide Big Catch-Up activity was also conducted to vaccinate children up to five years of age, further reducing immunity gaps.

Immunization services were strengthened in hard-to-reach and geographically challenging areas. In addition, 150 female vaccinators were deployed across the province to improve outreach, community engagement, and service accessibility.

Integrated service delivery was reinforced in security-sensitive areas to ensure continuity of essential health services.

These achievements represent a major step forward in strengthening the provincial immunization system and protecting children from vaccine-preventable diseases.

The Government has appreciated the performance of the Provincial EPI Directorate and district teams, whose dedication and professionalism have translated policy into real public health impact across Khyber Pakhtunkhwa.

The Khyber Pakhtunkhwa Government has launched a comprehensive initiative to protect the younger generation and students of educational institutions from the menace of drugs.

Alongside adopting a zero-tolerance policy against drug mafias, dealers, smugglers and sellers, the government has also begun organizing special awareness sessions and seminars in universities and other educational institutions to sensitize society about this dangerous social evil.

In this regard, Provincial Minister for Excise, Taxation and Narcotics Control, Syed Fakhar Jehan, paid a special visit to the University of Peshawar today, formally initiating a series of visits to educational institutions across the province.

The Provincial Minister chaired a joint meeting at the Vice Chancellor’s Office of the University of Peshawar, which was attended by officers of the Excise Department, Vice Chancellors of the four major universities located on the campus and other senior administrators.

Participants of the meeting included Secretary Excise Taxation and Narcotics Control Khalid Ilyas, Vice Chancellor University of Peshawar Professor Dr. Johar Ali, Vice Chancellor Islamia College University Professor Dr. Ahmad u Rehman Saljuqi, as well as senior officials from the University of Agriculture and the University of Engineering and Technology (UET).

During the meeting, detailed discussions were held on organizing awareness programs to educate university students about the dangers of drug abuse and on steps to be taken by university administrations against elements involved in drug-related activities that pose a threat to students.

It was unanimously decided that all Vice Chancellors will take strict measures against drugs within their respective institutions. If any student is found involved in drug abuse or related activities, the university will take firm action, including expulsion.

The provincial government assured full support to universities and their administrations in this regard. It was also decided that a dedicated awareness program will be organized at the University of Peshawar.

Alongside strict enforcement measures, these awareness programs will inform students about the hazards of drug addiction and preventive strategies to safeguard themselves from this social curse.

The meeting further decided that a joint committee, headed by the Secretary Excise and comprising relevant university officials, will be constituted to strengthen coordination and cooperation between universities and the Excise Department on anti-narcotics efforts.

Addressing the meeting, the Provincial Minister stated that under a 15-day campaign, the entire city of Peshawar—including urban and rural areas—will be cleared through small and large-scale operations. He urged Vice Chancellors and senior university officials to play their due role in protecting students from this menace.

“We have to save our nation, our younger generation and humanity, as this ruthless curse is destroying families,” he said, adding that the way the youth is being ruined by crystal meth (ice) is part of a deliberate attempt to weaken the nation, and those involved will not be spared.

On the occasion, the Vice Chancellors appreciated the Provincial Minister’s initiatives and efforts, assuring that internal monitoring mechanisms in universities will be further strengthened.

They reiterated that smoking is already banned on campuses and that no leniency will be shown to anyone involved in drug-related activities.

The Chief Minister Khyber Pakhtunkhwa, Muhammad Sohail Afridi, while addressing the provincial cabinet, strongly condemned the solitary confinement of Imran Khan and Bushra Bibi and the denial of meetings with them. He said that Imran Khan has been kept in solitary confinement for more than ninety days and is not being allowed to meet his family members and friends. Similarly, Bushra Bibi has also been kept in isolation and is not being allowed to meet her family members, which is a grave violation of basic human rights. The Chief Minister said that not providing Imran Khan and Bushra Bibi with winter protection items is an act of cruelty, and that the fake government is breaking all records of authoritarianism. He said that discriminatory and step-motherly treatment is being meted out to Khyber Pakhtunkhwa, which is unacceptable. He said that the decision to withdraw Action in Aid of Civil Power has already been taken; however, the process is being delayed due to the federation’s failure to provide details of terrorist detention centres. He clarified that the absence of details regarding detained terrorists could create security concerns upon the withdrawal of Action in Aid of Civil Power. The Chief Minister termed the federal government’s move to declare political parties proscribed under the Anti-Terrorism Act as wrong, and directed that the list of political workers included in Schedule Four be reviewed afresh to provide relief. He said that the Northern Bypass project has been delayed by the federation since 2010, resulting in the project cost increasing from Rs 3 billion to Rs 31 billion. He clarified that the provincial government has accelerated the project by providing Rs 5 billion from the provincial budget. The Chief Minister said that a special committee is being formed in the provincial assembly to investigate alleged rigging in the February 8 elections, and that provincial employees will be summoned and questioned regarding electoral rigging. He said that the security forces are our protectors and we are proud of them, but grievances are directed at our own people. He said that on one hand terrorist attacks kill civilians, while on the other hand civilians are martyred as collateral damage. He said that legislation is needed regarding civilian casualties caused by drone and aerial attacks. The Chief Minister said that the federation is not providing the promised funds for Temporarily Displaced Persons (TDPs), and that the provincial government has so far spent Rs 7.5 billion from its own resources. He said that after the announcement of operations, the people of Khyber Pakhtunkhwa are displaced and left to the province, placing a heavy financial burden on provincial resources. So far, Rs 10 billion has been spent, and there is a risk of further losses amounting to Rs 100 billion. He said that due to decisions taken behind closed doors, GDP has fallen from 6.1 percent to 2-3 percent, while public debt has increased from Rs 43,000 billion to Rs 80,000 billion. He said that due to unemployment and inflation, youth are leaving the country. The Chief Minister said that military operations in Khyber Pakhtunkhwa are being imposed without the approval of the provincial assembly and provincial government, whereas it is essential to take all stakeholders, tribal elders, and political and religious leadership into confidence in order to establish sustainable peace in the province. He said that despite 22 major operations and 14,000 intelligence-based operations, terrorism has not been eliminated. The Chief Minister said that the Radio Pakistan incident was a conspiracy against PTI, and that a special committee of the provincial assembly has been constituted to investigate the incident, one meeting of which has already been held.

The 46th meeting of the Khyber Pakhtunkhwa Provincial Cabinet was held on Thursday in Peshawar with Chief Minister Khyber Pakhtunkhwa, Muhammad Sohail Afridi in the chair. Cabinet members, the Chief Secretary, Additional Chief Secretaries, Administrative Secretaries, and the Advocate General attended the meeting.

Briefing on the cabinet’s key decisions, Special Assistant to the Chief Minister for Information and Public Relations, Shafi Jan, said that the cabinet approved several important measures aimed at public welfare. These included the introduction of artificial intelligence education in schools, promotion of positive youth activities, improvement of judicial infrastructure, prison reforms, legislative initiatives, and approval of funds for development schemes and relief activities.

He said that the cabinet approved Rs 2,684 million for improving facilities in prisons and strengthening security arrangements. The allocated funds will be utilized to address the shortage of basic facilities in various prisons and for the procurement of modern security equipment, Shafi Jan said.

The cabinet also approved the Khyber Pakhtunkhwa Education Testing and Evaluation Agency Bill 2025 and the Khyber Pakhtunkhwa Minerals Development and Management Company Bill 2025. According to the Special Assistant, the latter bill will provide a formal legal framework to the Minerals Development and Management Company operating in the province.

The meeting approved a Rs 32 million grant-in-aid for the construction of science and computer laboratories at the Atfal Academy, Wana. In addition, Rs 28 million was approved as cash awards to encourage athletes who secured medals in the 35th National Games.

According to him, the cabinet approved the transfer of government land to the Sports Department for the establishment of a Jawan Markaz in District Karak. It also approved the provision of land for the establishment of a Shamshan Ghat for the Hindu and Sikh communities in Dera Ismail Khan.

For the rehabilitation of people affected by the August 2025 floods, the cabinet, he said, approved a relief package worth Rs 1,136 million. The meeting also approved the provision of vehicles for eight mobile service units of the Population Department in the merged districts, along with the purchase of a bus for the Regional Training Institute (South).

Shafi Jan said that under the FATA University Project, the cabinet approved the establishment of a Mines and Minerals Value Addition Hub at a cost of Rs 2,500 million. Furthermore, Rs 300 million was approved under the Khyber Pakhtunkhwa Education Foundation Scholarship Endowment Fund for students from the merged districts.

The cabinet approved the allocation of two kanals of land for the establishment of a NADRA office in Kohat and sanctioned an increase in the cost of a development scheme of the Kohat Institute of Medical Sciences.

For the improvement of the justice system, the cabinet approved Rs 298 million for judicial infrastructure projects. It also approved the inclusion of artificial intelligence courses in the computer science curriculum for students from Grade six to Grade 12.

The cabinet further approved the draft Memorandum of Understanding to declare Peshawar and New York as sister cities, a move expected to promote cooperation in cultural, trade, economic, educational, and governance sectors. The cabinet also approved the provision of 198 kanals of land for the establishment of two new graveyards in Peshawar.
